Deep and Dark and Dangerous, by Mary Downing Hahn

When Allie agrees to spend her summer babysitting her four year old cousin at the cottage in Maine where her mother spent her summers, she looks forward to swimming, building sand castles, and collecting sea shells.  Instead, she finds herself exploring the mystery surrounding the decades old drowning death of Teresa Abbott.  How did Teresa die, what do Allie’s mother and aunt know about her death, and how does Sissy, the strange girl who seems to pop up out of thin air, fit into the puzzle?
